I'm not sure about the loading time, but I think the loading time of a
frame can be smaller that a whole page, even if the heavy contents are
cached.
Frames (specially inner frames) can be so useful for in a number of
aspects. See for example the gmail UI. It uses more that 10 "iframe"s
for chat, implicit file upload, refreshing and so on.
