I know you can create image maps in Adobe Image Ready, and I believe most
major web graphics / design tools as well. If it is a one time thing, try
downloading a trial from adobe or macromedia - a 30 day trial should give
you plenty of time. This being the list, I'm sure others can recommend other
less 'corporate' software. A Google search for 'html image maps open source'
brought up this link http://mapserver.gis.umn.edu/ as the first hit.

I have a request for an image/map as a locator service.  The simple example
- take any state (or country).  States have irregularly shaped counties.
The goal is to hover over a county and be able to select the link (with
reasonable accuracy).  I looked at the source file for one example I found;
for each selectable area it has a lot of coordinates defined, such as:

<area SHAPE="poly" COORDS="179,70,173,57,166,52,161,51,139,52"
HREF="whatever" ALT="Whatever County">

Is there a program/utility folks use to set up (generate) linked image maps
(or whatever you call this?
