I generally hear pretty good things about CakePHP. Others to check out would be:

Symfony - http://www.symfony-project.com/ - Based off of Mojavi 3 and
Propel. Has excellent documentation.

Code Igniter - http://www.codeigniter.com/ - One of the few frameworks
that's still PHP4/5.

Zend Framework - http://framework.zend.com/ - Everyone is naturally
watching what Zend produces very closely.

WACT - http://www.phpwact.org/ - is kind of in limbo right now, but in
my opinion it has the most potential if it ever gets to a polished
state.
