What OS is the ISP using? These days, Mac OS X is sometimes used. On my own installation, the MySQL install didn't put mysql.sock where the application that wanted to talk to MySQL expected to find it, leading to errors like yours.

(IOW, the clue in the error message would be not "localhost" but "socket").

I agree with the other responders that for the ISP to charge you $85 to find out what they should already know seems excessive.
