I'm pretty sure that some have been against more than a single H1 tag 
per document.

And yes, this does mention that skipping levels is "considered to be" 
bad practice.  However, it does not use the wording (must or should) 
that usually appears in a W3C document.  Hence, I argue that it's still 
an option for our style guides rather than set in stone.
