For basic stuff, Windows Movie Maker (included in the OS) works just
fine if your machine has a little oomph. Adobe Premiere is, of course,
capo di tutti capo; I looked at Elements and didn't think it had enough
modifiers (I like to tweak color, brightness, stuff like that) to spend
the $99 on it.

I also have the much maligned Dazzle video capture device from Pinnacle,
and the Studio software that comes with it. Not professional quality by
any means, but for the basic documentary stuff I do for the web, it's
been fine; my JVC hard disk camcorder dumps straight to Studio and I'm
off.
