I'm fairly sure this means there can be five users looking at reports,
period, whether it's the same report or different ones.

The real answer is to ask the Crystal Reports salespeople which license
you need; it's their job to get you the right one. Virtually every large
software company has licensing experts who'll point you in the right
direction.
