Virtual PC 2004 works pretty much the same way as Virtual PC 2007 (in case anyone has the old version). VPC2007 doesn't really change the way VPC works, but just adds some new functionality (PXE boot support, Intel VT support, >650MB ISOs etc)

Looks like my experience was with an old copy of Virtual PC that had
various problems.  Virtual PC 2007 sounds much better.
