Oh completely - for pretty much any system where there's customisation  
in fact, you'll need to take up billable time working out what they've  
done. If you're lucky, they'll have it all neatly documented, with  
SMEs on hand to talk you through. Or not... (speaking through painful  
experience here...)

And of course, detailed requirements gathering should by default be  
chargeable work.
