Yeah, for keyboard navigation it's really nice to have a submenu
appear after a short delay to allow the keyboard user to easily skip
past the menus that are of no interest.  With CSS hover, the submenus
appear instantaneously and force the user to tab through each menu.
I'm not sure there's a usable workaround, e.g. setting a tab order
won't help, access keys are not usually intuitive enough (not without
user-initiation, anyway).
