I have encountered this problem before. The problem probably lies with the
ISP having blocked port 25 for all but their own server.

For example, at my home I use one ISP, that does not block port 25. I can
mail out using whatever server I like. At my office, they use an ISP that
*does* block that port. I can mail out using that ISP's mail server, or I
can use a mail server that uses a different port for SMTP (like GMail).

So as far as I can tell, your client's problem lies with the company he uses
in Africa to connect to the internet. Next time he's there, have him try
from his neighbor's connection ;-)
