Maybe not exactly what you are looking for but maybe a mix of
both, a library and a framework...

QCodo http://www.qcodo.com generates all the database layer for you and even creates
Qforms... basic, elemental output forms and grids for the data...

THere are some database convertors, bridges or whatever you want to call them so you
can change... I do not know for sure because I only use MySQL (at the moment).

Some example apps using QCodo are chess.com www.chess.com and tracmor www.tracmor.com
so you can see what you can do with it...
