Another non-scaling idea.
Aside from the fact that you don't always (or even usually) want menu
items in simplistic alphabetic order, what happens when you need to
make significant changes to the nav (e.g. split categories)?
Moving directories and files around is much less convenient than
editing a config file, especially if you're using a version control system.
