Terion,
change $query line to

$query = "INSERT INTO 'textads' ('HREF', 'BLURB', 'TITLE') VALUES
('$HREF','$TITLE','$BLURB')";

check your form, and make sure it has

action="post"

my code does not echo/print any... according to the code i re-factored it
wasn't echo/print any too =)  .. you can try to put this at the very top
line

print_r($_POST);

and see if it returns values
