I think the minimum hours of work idea is best, but I would suggest
considering packaging it as a 5-10 hr maintenance effort for a fixed
fee each month (ie, retainer plus 10 "free" hours -- should be more
than 10x your hourly rate to account for the retainer), and then an
hourly fee beyond that. By being responsive to your clients, you are
necessarily taking on less other work, and it is reasonable to be
compensated for that.
