Is fopen enabled? I think you can use this funtion to enable it:

Alright, I'm actually stumped on this.

With url fopen on, switching servers for a website caused URL includes to
not work.

Now, mind you, I wouldn't do URL includes unless instructed to, this is just
the older coding on the site breaking with the move, and I can't come with
an explanation as to why, be it because it's something I should be noticing,
or that Plesk setups are evil and it's even more of an excuse to move to
onsite hosting.
