That does sound crazy if you mean they're hidden away like mystery
meat navigation.  If you meant <p><label ... /></p> (without non-label
content in the paragraph), then that's not as bad.  But if you're
doing that because your labels are quite long, it would be better to
have your paragraph(s) before the field and keep your label brief.
