Thanks for all the suggestions - we'll start with Frontpage first.  I didn't think dreamweaver was free.

I'm thinking Dreamweaver?

If they're willing to foot it old-school, <http://www.htmldog.com> has a
wonderful tutorial section on both HTML and CSS that I recommend to
everyone.
