Bob, I've not even seen a mobile PayPal checkout page, but what I get on my Android phone looks exactly like the full size page just zoomed out (not what I'd consider a mobile version). I tested in the stock Chrome based browser, Firefox Mobile, and Dolphin Browser all with the same results.
