Sometimes it takes a while to ask the right questions.  Here is PayPal's reply to my more specific questions:

Currently the mobile functionality with buttons is only supported for Buy Now and Add to Cart buttons. Therefore, if you want them to be able to purchase multiple items, you can use the add to cart buttons. Also, the add to cart buttons allow for multiple quantities by default. The option values are not yet supported for mobile with the standard buttons so they will not work. Lastly, if you need the shipping address, you will specify no_shipping=2 which will prompt the buyer to select a shipping address during the checkout process.

Once again, why can't (rhetorically) they document this stuff so that their customers don't .....................
