[i18n] internationalisation vs. localisation

i18n (internationalisation), as I understand it, is the practice of 
making your  website as basic as possible (front end and back end) so 
that, for example, forms can be submitted with name and address 
information, independent of what country a user lives in.

L10n (localisation) is the practice of making your site more friendly to 
different locales.  This would include adding new languages (and 
cultural challenges involved in that).
