[Javascript] Automatic page switching

Hello,
I need your help
I'm developping a site where all the files have to been loaded before the navigation system can work properly.
Works fine so far with high bandwidth but with a modem, it's a mess.

So my idea is to have at first a loading / waiting page used to download everything before the visitor gets to the heart of the site. 

Then when everything is the the visitor's cache, the page is automatically redirected to the site or a message appears so that the visitor can click in. 

My problem is that I don't know haw to detect if a file has been loaded and to assign an action to it. 

I've seen things like that with Flash sites (some "loading" animation) but I am lost at how to do that in javascript or html/php
