[Javascript] PROPOSAL for An Annotated JavaScript Project

I also liked the website idea for this and would contribute. For the
listserv, maybe having a featured section of code for evaluation and comment
by everyone is good. You would get the "why" questions which aren't covered
by the standard comments.
