[Javascript] Draggable Layers

The updated .js files are available at Source Forge.
I do not feel it is up to me to redistribute stuff which has been updated and is
not available from its original site - although it is open source and free. The
development team have the right to control that in the way that they see fit.

Of course if you took the .js files from my site that would be up to you, but
without their companions and tutorial they might be of limited use.

Much better to register, get files, have dialogue with the team and contribute
to further development.
