[Javascript] Javascript to adjust cursor appearance on frame boundaries

Here's another puzzler -- what is the JavaScript coding required to change the appearance of the cursor (both for drag and/or mouseOver events) on the boundary line between two frames?  Inside the frame is easy -- but the boundaries don't seem to have a
DOM designation (or if they do, it is cunningly concealed from dim-bulbs such as myself).
