[Javascript] Weird blinking with Mousehandler

Well, this was just an example.  I really want to have everything in one 
cell.  Since the onmouseover controls the entire row (it's in the <tr>), 
why is there blinking, as if there is a state change occurring, when moving 
within the cell?
