[Javascript] MailTo attachment - HTML/ASP

Hi,
 I am facing a problem while using MailTo in FORM action in the HTML page
for sending an email with a TIFF file attachment.
The image is getting attached in MS OutLook but not in Outlook Express. Is
there any restriction in Outlook Express ?
Can anyone of you help me out from this problem ?
