If by innerForms you mean nested forms, then you're out of luck and this is
not a bug. It's designed this way.

If some browsers are allowing you to do this, there is a problem with that
browser or they've decided to head in another direction. You will need to
design a way around this issue. It shouldn't be too hard either. What is it
you're trying to do exactly?
