Originally developer.netscape.com, but that's been down a while now. 
According to Mitchell Baker's blog, Mozilla Foundation have reached 
agreement with AOL to host the former site's content, but it isn't 
available yet AFAIK.

In the meantime, Sun seem to have a mirror for 1.3, the version that 
went with Netscape 4.x. This can probably be considered a baseline for 
widely-compatible old-school JS, ignoring the evil stuff like Layers, 
Signed Scripts and "Using JavaScript Expressions as HTML Attribute Values".
