Not really. Developers who want their clients succeed make an estimation
of how much business would be lost if there was a dependence on
JavaScript. Even if this is small, it's very easy (most of the time) to
avoid dependence and only use JS for 'extras'.

How easy? Well, you just saw how easy. 2 submit buttons.
