you're thinking more of management. think of theforum as management, admin
as office admin. you know, the day-to-day stuff.

editing team is too restrictive.

is your problem that existing members vote, or that they do privately?

if the latter, we pw protect old admin archives, open new admin archives and
vote-viewing is now public. *shrug*
