Mmm...I think so. I guess what I'm getting it is the lifecycle (or
lifestyle -- "Hey, Blue Saffire!") of the document.

So: it gets written> hashed in theforum> rewritten> voted on?> sent to
thesite> hashed> rewritten> voted on> implemented?

Is that the process?

Well, I'm not really sure .... but my take is as follows.

In this case, theforum is the decision-maker of record, hence, they have the
final say.  So, I can't see why thesite would need to rewrite the
documentation nor vote upon it.  That's this case, talking about the voting
application.  And, of course, if there's any technical limitations that are
discovered at the implementation stage, those need to be sorted out and if
necessary, an amendment sent back to theforum.  Should it be required and
all that of course.

Now, if thesite wanted to discuss using CF and Oracle vs. ASP and MSSQL,
then I'd think they would be the decision maker of record.

So, in my mind .. to answer your question, theforum decides what's required
.. and thesite builds it according to the detailed specs already agreed
upon.  Of course, keeping in mind we're all volunteers, and that not all of
the wishes may be accomodatable (??).

btw, I liked that first document Matt sent .. that's a pretty good format.
