martin's email timeline ends more than a few months ago...

admin was supposed to be the final decision making body (and a
proto-BoD for an NFP as well) on most things -- articles, direction,
etc...

admin was too saddled with admin tasks, and too closed to the
community, so theforum is supposed to allow the members to
steer now...

admin still is the final arbiter on day-to-day tasks (at least with
articles and the like).... martin's language was, IMO, a little strong
on its intended and de facto role, but the gist is that admin was still
supposed to admin until theforum came up with a better plan...

which we are discussing right now...
