[Theforum] Responsible public list practices

Unfortunatly i think we need to address this and keep all list closed to non subscribers.
There is no need for it to be open as there are work arounds for people that use more than one address.
IE: sign up both addresses and then set only one to recieve mail.
I cant remember who sugested this but it is a good idea.
