Just to make sure there's no (further) confusion...

Phase 1: enforce disk quotas
Phase 2: create initial tools to enforce content
Phase 3: develop tools to monitor bandwidth issues

Reason for current order: difficulty

Phase one began on friday night (I believe). 25 people were arrested.
Phase two began tonight (Sunday night). 22 *other* people were arrested.

I have records of all offenses.
I have records of all offenders.

I'm not going to post either to a public place, but if you want to see
them for some reason, I don't see that as a problem (unless someone else
does).

Anything I left out?
