I don't think we need to refocus our groups - but we need to make sure 
that all the detailed work happens in desdev. After all, developing the 
evolt sites is the entire raison d'etre of desdev.

imo it's for desdev to pick someone (or at the least, be happy with the 
person). However:
1) The person has to be super-organised
2) The person ideally wouldn't be one of our core coders because then:
    a) we don't lose the coding time to co-ordination
    b) that person is then not open to accusations of bias towards their 
main tool.
3) If we're having the final codevolt in the UK, it's going to be 
useful to have the person physically there

ie make damned sure that people document on the wiki
