Well, Drupal only does xhtml as default (mostly) because that's what the
themes have been written to generate, but I take your point about the
modules and admin area. 

I'm partly thinking I'd rather do the quick work on building a new html4
theme and validate against that doctype for launch, then fixing the
content in a mass upgrade to xhtml later on, than trying to get all the
articles up to xhtml from the get go.

But then saying that, an automated upgrade of the articles using HTMLTidy
is more than possible. It would be nice to have the database so we could
run some tests and see how feasible that route is.
