Oh no. People who *really* know HTML/XML and how to make it standards compliant, accessible, usable etc will be in demand for a long, long time. But that's their core competence, and they'll need to be *really* good at it, hand-coders all. People who can make tiny edits to the output of DreamWeaver are not core-competence HTML coders.
