[thelist] HTML coding via JS in a form

ok, the subject may be a bit confusing...

i have developed a form (one of many) that allows the PR director 
at a local college to enter press releases whenever she wants... 
due to the budget, there is no WYSIWYG HTML formatting in the 
form... just plain text...

however, she has decided that doing <ol>s and <ul>s are too 
daunting... she wants to automate it...

deploying an ActiveX control, or another WYSIWYG is outta the 
question right now... does anyone have any 4.x+ browser-friendly 
JS that can take a slection of text and 'bullet' it?  essentially write 
the code?

i am using ASP server-side, but working through a script to parse 
hyphens and numbers into the appropriate list type is a little, well, 
imprecise...

suggestions?
