1.  Broken/corrupted images:

I'd guess that you're leaving image previews enabled, which

a.  Hoses any image that has to travel through a proxy server (or some
proxy servers) to get to the end user and
b.  Makes the image larger by at least a coupla KB.

2.  Baaaaaad Tiles!

Use Filter > Other > Offset, combined with other filters in select
areas of the image, to get the tiling effect that you WANT.  I need to
go to bed, so hopefully someone else will go into more detail.  I think
there's a basic tutorial for this, buried somewhere in the
HotWired/Webmonkey archives.  [It was the only one I could think of off
the top of my head.]
