Tell the designer it needs to be a tileable image (it doesn't appear to be
right now) and then chuck it into its own cell as the bg, with a transparent
.gif of the proper width as the cell content. So you'll have a total of
three columns under the main nav bar, like so:

See? The white linkie things on top should match up pretty well, esp. as you
have that pure white area where you can't really see what it's doing that
can cover up a slight 'off-ness' of alignment between the two.
