my advice: take baby steps. 

What you read in a book may not apply. Set out some very elementary
standards and processes, and be prepared to evolve the process through
feedback, what people will actually do and what actually works in this
situation with this group.

You can guide the process along, and apply weight where necessary, but
people may not like having their job redefined for them by the new
guy/gal. They need to be personally invested in any improvements you
make
