If it's communicated policy, then it's enforceable (from the date at which
they communicated it). At least it's only the last year's worth of 
training,
not all you've ever had from them.

But, what you do is tell anybody you're moving *to* that this is policy, 
and
to gain your valuable (very highly trained) skills, they'll have to cover
your liability. That way, they may get 5 years' training for the cost of 
1,
*plus* the experience which goes along with it.
