It seems that SSI is probably the better solution.  No problem getting it
set up on the server, edit one file - changed on all pages, several lines of
code in the form (State and Country selection boxes) might make F&R tedious
even with good comment tags before and after, and although I have
Dreamweaver the next person maintaining this site does not.

Keep it as simple and open as possible.  Have a great day all.
