Oh you've got it *dead* right - my last place had legal decisions by committee:
it was a joint venture, and we had lawyers working for each of the parents,
lawyers *representing* each of the parents *and* the jv's own lawyers 
commenting
on it. Naturally any revision any of them made had to go back through them 
*all*.

After a while of this, we sat them down and told them that at peak, we might
have 200 articles a week coming through the system, and did they *really*
want to review them all? They decided that we (content managers) were best
placed to decide what they needed to see...
