Larry Stillman and others in Australia are doing a lot of work on 
this. You might find the related websites useful:

They are working on incorporating various languages into web pages - 
often pages containing more than one language - and have explored 
issues around character sets, bidirectional things etc.

[Note: I've heard Larry talk about and seen him demo the site, but 
know nothing of this personally.]
