  I'm skeptical about the usefulness of such an old version. I've found 
Debabelizer's algorithm to be the best at shrinking images. Have a 1200x1600 
300dpi photo you need shrunk to 72dpi 40x40, but still want it recognizable? 
I've found Debabelizer does a better job than
Photoshop.
