[thelist] </form> without whitespace. css?

I am closing the form(s)..

Actually this is on a page with several forms, all of them with only a
submit button displayed in a <td>.. because of the whitespace, each <td> is
twice as tall as it needs to be with the button in the top half of the
cell..

close it just before you close the body:

</html>

or will that not work for you in this case?
