netscape has a bug where table background images get "inherited" into 
nested tables.

if you have a cell with an image as the background, and that cell has 
another table inside it, the background image will also be set as a 
background to all its cells too.  (rather than the original image just 
"shining through")

this is difficult to spot if your image has a lot of flat colour in the top 
left area, because you probably won't notice that the image is showing up 
multiple times.  (this is probably the reason why "some work and some don't")


just a possibility.
