FWIW, you can use the <li> tag without any <ul> tag, and this seems to give 
the desired result - bullets that will go wherever you want.

(i haven't checked the spec, but w3c validators might not be happy about 
about <li>'s without any associated <ul> or <ol>)

the other option is to fake it with an &middot; but that's just plain icky.
